GST Cancellation

Everything You Need to Know Before You Apply

Running a business often means dealing with a long list of registrations, and GST is usually the one that follows you around the longest. But what happens once you've shut shop, switched business structures, or simply fallen below the turnover limit? You don't get to just walk away. GST registration has to be formally cancelled, or you'll keep getting notices for returns you have no reason to file.

This guide walks through what GST cancellation actually means, who can apply for it, what documents you'll need, and what happens once it's done.

What is GST Cancellation?

A clear overview of what GST Cancellation means and when your business needs it.

Understanding GST Cancellation

GST Cancellation means surrendering or terminating your existing GST registration. Once cancelled, you are no longer required to collect GST, file returns, or maintain GST compliance. The cancellation can be voluntary (applied by the taxpayer) or suo motu (initiated by a tax officer for non-compliance).

After cancellation, a final return in GSTR-10 must be filed within 3 months, and all pending dues, input tax credit reversals, and liabilities must be settled.

Why is GST Cancellation Important?

Legal Exit: Proper cancellation ensures you are legally free from GST obligations — avoiding future scrutiny, notices, and penalties for non-filing.

Avoid Penalties: Inactive GSTIN with unfiled returns attracts late fees and penalties even after business closure. Cancellation stops this immediately.

Clean Records: A properly cancelled GSTIN protects your business PAN and personal credit from negative GST compliance ratings.

Peace of Mind: No more return-filing burden, no notices, no compliance deadlines — legally close your GST chapter.

The Basics

What Does GST Cancellation Mean?

Cancelling your GST registration means your GSTIN stops being active. Once that happens, you can no longer charge GST on your invoices, collect tax from customers, or claim input tax credit. You also stop filing the regular monthly or quarterly returns tied to that GSTIN.

It's worth being clear about something here: cancellation isn't optional once it applies to you. If your business has closed down or no longer needs GST registration, continuing to hold an active GSTIN and notfiling returns invites late fees and notices, sometimes for years after you've stopped operating. A lot of business owners learn this the hard way, usually when a notice shows up for a business that's been closed for two or three years.

Two Routes

Who Can Apply for Cancellation?

There are two routes here, and they work very differently.

Voluntary
Initiated by the taxpayer
You apply on the GST portal when you decide you no longer need the registration.
Suo Moto
Initiated by a tax officer
Happens without you asking for it — you'll first get a show-cause notice and a chance to respond before the officer proceeds.

Common triggers for officer-initiated cancellation include not filing returns for six consecutive months (or three consecutive tax periods under the composition scheme), a significant mismatch between your GSTR-1 and GSTR-3B data, claiming input tax credit in violation of the rules, or being found to have issued invoices without an actual supply of goods or services.

You can apply for voluntary cancellation if any of the following apply to you:

  • Closure Your business has shut down permanently
  • Threshold Your turnover has dropped below the threshold that requires GST registration
  • Structure The business structure has changed

Say, a proprietorship converting into a private limited company, which changes the PAN.

  • Never Started You registered voluntarily but never actually started business operations
  • Merger There's been a merger, demerger, or transfer of business
  • Other You're no longer liable to pay tax under GST for any other valid reason
One rule that trips people up: if you registered voluntarily (meaning you weren't required to register but did anyway), you generally need to wait at least a year before you can apply for cancellation. This restriction doesn't apply if your registration was mandatory and your circumstances have since changed.

Paperwork

Documents You'll Need

Before you start the application, keep these ready:

For the cancellation application

  • GSTIN and login credentials for the GST portal
  • PAN of the business
  • Details of stock held — inputs, semi-finished goods, and finished goods — as of the date you're seeking cancellation
  • Tax liability calculations, since you'll need to reverse input tax credit on remaining stock
  • Details of any pending GST dues, fines, or penalties
  • Bank account details
  • In case of structural change (merger, transfer, etc.), supporting documents like the merger agreement or transfer deed

If you're a director or authorized signatory applying on behalf of a company, you'll also need digital signature access or an Aadhaar-based e-sign for verification.

The Process

How to Cancel GST Registration Online: Step by Step

Here's the process as it works on the GST portal:

1

Log in to the portal

Log in towww.gst.gov in with your credentials.

2

Navigate to the cancellation form

Go to Services > Registration > Application for Cancellation of Registration.

3

Verify your pre-filled details

The form opens with your business details pre-filled. Verify these are correct.

4

Select your reason for cancellation

This matters, because the officer reviewing your application will check whether the reason matches your circumstances.

5

Enter the effective date

Enter the date from which cancellation is sought.

6

Fill in stock and tax details

Fill in details of stock in hand and the tax payable on it.

7

Upload supporting documents

Upload documents where required.

8

Submit with DSC or Aadhaar OTP

Submit the application using a digital signature certificate (DSC) or e-verification through Aadhaar OTP.

9

Track with your ARN

You'll receive an Application Reference Number (ARN) to track your application status.

Once submitted, a GST officer reviews the application. If everything checks out, they issue an order for cancellation typically within 30 days using Form GST REG-19. The order specifies the effective date from which your GSTIN actually goes inactive, which may differ slightly from the date you applied for.

Until that order comes through, your registration technically remains active, so don't stop filing returns or stop following GST rules just because you've submitted the cancellation application.

After Approval

What Happens After Cancellation

This is the part people tend to forget about, and it's where most of the penalties come from.

3 months
Deadline to file GSTR-10
From the cancellation date, or the date of the cancellation order, whichever is later. This isn't optional.
ITC reversal
Pending tax liability
Including reversal of input tax credit on stock and capital goods unsold or in use at the time of cancellation.

Skipping GSTR-10 attracts a late fee, and the department can send a notice asking you to file it — ignore that too, and they can proceed with further action, including assessment of tax based on their best judgment.

This calculation is usually proportionate to the value of the stock, and getting it wrong is one of the more common reasons cancellation applications get delayed or rejected outright.

If your business continues to operate after cancellation — meaning you keep supplying goods or services that would otherwise require GST — that's treated as an offense under GST law and carries real penalties. So cancellation only makes sense once the business activity itself has genuinely stopped.

Reversing It

Can You Reverse a Cancellation?

Yes, in some cases. If your GST registration was cancelled by the tax officer (not by you voluntarily) and you believe it shouldn't have been, you can apply for revocation of cancellation using Form GST REG-21. This has to be done within 30 days of the cancellation order, though extensions are sometimes granted depending on the circumstances.

Since 2022, Aadhaar authentication has been mandatory for filing a revocation application, so keep that linked and ready if you think you'll need this route.

Revocation isn't available if you cancelled the registration voluntarily yourself; that decision, once processed, is final.

Before You Apply

A Few Things Worth Knowing Before You Apply

History

Cancellation doesn't erase your tax history

The department can still scrutinize past filings, raise demands, or conduct audits for the period your registration was active, even after cancellation goes through.

Delay

Don't delay if you've genuinely closed

Every month it stays pending adds to potential late fees on returns you technically still owe, even for a business that isn't running anymore.

Seasonal

Think twice if your dip is temporary

If your turnover has just dipped below the threshold but you expect it to pick back up — say, a seasonal business — re-registering later means a fresh GSTIN, fresh compliance history, and occasionally, complications with vendors and clients who've already linked your old GST number to their records.

Frequently Asked Questions about GST Cancellation

Answers to the most common questions about cancelling your GST registration.

How to apply for GST cancellation?
You can file a GST cancellation application by logging in to www.gst.gov.in and going to "Services › Registration › Application for Cancellation of Registration" and filling Form REG-16 with the required details and documents.
Is there any fee for GST cancellation?
No, filing a GST cancellation application on the GST portal is completely free. The Government charges no fee for this. If you take professional CA assistance, there will be a service charge for the expert support provided.
What is GSTR-10 and when must it be filed?
GSTR-10 is the final return that every cancelled taxpayer must file within 3 months of the cancellation date. It covers details of closing stock, ITC reversal, and tax payable. Non-filing attracts late fees of ₹200 per day.
How long does GST cancellation take after filing?
After filing REG-16, the GST officer is required to issue a cancellation order (REG-19) within 30 days. If no action is taken within 30 days, the application is deemed approved. The process typically completes in 7–15 working days.
Can I cancel GST if my returns are pending?
No. All pending GST returns (GSTR-1 and GSTR-3B) must be filed before the cancellation application can be processed. Our CA team will help you file all pending returns and clear dues before initiating the cancellation.
What happens to Input Tax Credit (ITC) on cancellation?
Any ITC claimed on stock held at the time of cancellation must be reversed and paid back to the government. This is calculated at the time of filing GSTR-10 (the final return) and must be included as tax payable.
Can a cancelled GSTIN be reactivated?
If cancellation was initiated by a GST officer (suo motu), the taxpayer can apply for revocation within 30 days using Form REG-21. For voluntary cancellations applied by the taxpayer, the registration cannot be revoked — a fresh registration is required.
Does cancellation affect my existing GST number?
Yes. Once cancelled, your GSTIN becomes inactive and you can no longer collect GST, file returns, or use it for transactions. You must obtain a new GSTIN if you restart or restructure your business.
Can I issue invoices after applying for cancellation?
No. Once you have applied for cancellation or your GSTIN has been cancelled, you cannot issue GST-compliant tax invoices. Doing so would be a violation of the CGST Act and can attract heavy penalties.
What is the difference between cancellation and suspension?
Suspension is a temporary deactivation of GSTIN during the processing of a cancellation application. During suspension, you cannot make taxable supplies or issue tax invoices. Cancellation is permanent termination of the GST registration.
